Smith opposed the Border Protection, Antiterrorism and Illegal Immigration Control Act in 2005, calling for 'a sound and reasonable immigration policy.'1 After a 2014 hunger strike at Tacoma's detention center, he began urging enforceable standards and repeatedly introduced detention-reform legislation over the next decade.5 He voted no on Republican bills including the Detain and Deport Illegal Aliens Who Assault Cops Act, the DC Federal Immigration Compliance Act, and the Deporting Fraudsters Act.3 By 2026 he called ICE 'a paramilitary force' and withheld support for Homeland Security funding until Congress enacts new oversight guardrails.2
