In 2000, Smith proposed legislation to restructure the federal role in K-12 education and backed a bill built on "more flexibility, less bureaucracy, and results-oriented accountability."2 By 2001 he called himself "a longtime proponent of more flexibility" as Congress sent the No Child Left Behind package to President Bush.1 By 2013 his tone shifted, as he said House Republicans "lost sight of investing in the future of our" students in an ESEA rewrite.1 By 2025 he warned that "dismantling the Department of Education" would hurt Washingtonians, opposed cuts to "museums and libraries," and vowed "investments in our schools, period."3
