Smith's early record shows routine support for military bases, veterans, and troop welfare, including a 2002 letter backing Fort Lewis's role in military transformation.2 As Armed Services Committee leader after 2010, he pushed to end unauthorized wars, backing War Powers Resolutions on Yemen, Iraq, and Iran repeatedly through Congress.3 His language on presidential control of the military sharpened, moving from formal concern to declaring in 2026 he does not trust Trump with the armed forces.2 By 2025 he also warned against domestic deployment of the National Guard and described ICE as operating like a paramilitary force.2
