On May 14, 2000, Smith, a co-sponsor of H.R. 3616, said the bill would reauthorize the Impact Aid program, which reimburses school districts for lost property tax revenue due to nearby non-taxable federal property, and the House passed the bill that day.¹

On May 17, 2000, Smith said the House would pass the 2001 Defense Authorization bill that day, which he said authorized $35 million for the Impact Aid program along with military pay, health care, and housing provisions.¹

On May 24, 2000, Smith, an original co-sponsor of H.R. 3916, announced that Congress passed legislation to phase out the federal telephone excise tax, to be completely eliminated on October 1, 2002.¹

On July 17, 2001, Smith voted against HR 2436 in the House Resources Committee and voted instead for an alternative package to expedite construction of an Alaska natural gas pipeline.¹

On July 31, 2001, Smith said the energy proposal H.R. 4 needed significant improvement and sought to offer his own amendment on efficiency and renewable energy standards, co-sponsored with Rick Larsen and Ron Kind.¹

Smith voted against H.R. 4 on August 1, 2001, after House Leadership restricted amendments to the bill, including the one he had sought to offer.¹

On August 12, 2001, Smith announced a visit to the Second Avenue Extension Project in Kent, a project he had worked to partially fund through the 2002 federal budget.¹

On October 24, 2001, Smith said he would vote against trade negotiating authority legislation unless Congress first passed worker assistance and economic stimulus packages.¹

On November 14, 2001, he announced federal funding for Washington state law enforcement services, including $1 million for a statewide jail booking system, as part of the Commerce, Justice, and State appropriations conference report that passed the House 411-15.¹

On November 28, 2001, he announced support for a stimulus package that included worker relief and tax cuts for investment, offset to maintain fiscal discipline.¹

On November 29, 2001, he announced federal funding for Washington state transportation projects as part of the Transportation appropriations conference report that passed the House 371-11.¹

In a statement on the State of the Union address, Smith said he was disappointed by the lack of fiscal discipline in the speech, adding that the White House was predicting budget deficits for the next four years after eight years of surpluses.¹

He said the pattern could be reversed through fiscal moderation and disciplined spending, and said he hoped the President understood that government needed to live within its means.¹

On February 6, Smith announced a constituent budget workshop for February 23 in which participants would be given information on federal income and expenses and would decide whether to raise, maintain, or cut taxes and which programs to increase, freeze, or cut.¹

On March 19, 2002, Smith said he was concerned about the lack of sound budgeting practices in the Republican Budget proposal introduced that day, saying the plan could not address pressing current needs and establish a long-term, sustainable revenue and spending plan without relying on massive borrowing.¹

He said the budget used more than 86 percent of the Social Security surplus and all of the Medicare surplus, despite what he described as prior promises from the White House and Congress, including five Social Security "lockbox" votes, to protect those surpluses.¹

In April and May 2002, Smith's office scheduled town hall meetings in Yelm, Puyallup, and Auburn, listing tax cuts among the community issues to be discussed with district residents.²

On June 5, 2002, Smith voted against H.R. 2143, the Estate Tax Repeal Act, after previously supporting cuts to the estate tax and authoring legislation to eliminate it for family farms and businesses.¹

He said the vote reflected concerns about fiscal responsibility, citing a $15 billion airline bailout bill, a $30 billion supplemental appropriations bill, a farm bill, and a tax cut he said would cost $2 trillion over the next ten years.¹

On June 11, Smith announced a June 22 town hall in Auburn that would include tax cuts among the topics for discussion.¹

On October 24, 2002, Smith said the final federal budget deficit for fiscal year 2002 was $159 billion, or over $300 billion excluding the Social Security surplus, compared with a surplus of more than $200 billion two years earlier.¹

He said he agreed that short-term deficit spending was warranted to meet priorities including counterterrorism and the economy, but stated, "I have serious concerns about the current lack of a responsible economic plan that includes a balanced budget."¹

He said the 2001 tax cut and the administration's push for additional tax cuts had "destroyed the bipartisan spirit of fiscal restraint that swept through Congress in the 1990s."¹

On 2003-01-06, Smith criticized dynamic scoring and automatic debt increase provisions in the House Republican budget rules for the 108th Congress, calling them tactics that "count on overoptimistic numbers and rosier projections to hide the true cost of economic budget choices."¹

Responding to the President's State of the Union address on 2003-01-27, Smith said the speech did not address "the exploding federal debt" and stated that the administration was now projecting a $300 billion deficit for the year.¹

On 2003-02-06, Smith announced a February 22 constituent budget workshop in Renton where participants would work in small groups to propose a federal budget, deciding which programs to increase, freeze, or cut and whether to raise, maintain, or cut taxes.¹

Smith voted for the Armed Services Tax Fairness Act, H.R. 1307, which extended the tax-filing deadline for service members, exempted death gratuity payments from taxes, created a travel deduction for reservists and National Guard members, and suspended the two-of-five-years home-residency requirement for the capital gains exclusion, providing $835 million in tax relief over the next decade.¹

In a separate statement, Smith said he had gone to the floor of the House to protest the FY 2004 budget debate, saying the president's budget and the House Majority Party's budget "duck those choices, using rhetoric to disguise inaction on critical issues."¹

On April 1, 2003, Smith joined 17 other Democrats to introduce the Medicare Rx Now Act of 2003, a Medicare prescription drug benefit bill he described as "fiscally responsible."¹

On 2003-04-30, Smith announced that the Defense Department had included $19 million in its Fiscal Year 2004 budget amendment for revitalization of McChord Air Force Base's Mission Support Center, and said he was committed to seeing the funds authorized and appropriated.¹

On 2003-05-07, Smith announced he was cosponsoring H.R. 1769, the Job Protection Act of 2003, bipartisan legislation that would repeal the FSC/ETI tax provision and replace it with a domestic manufacturing and production income exclusion.¹

On 2003-05-21, Smith, identified as New Democrat Coalition co-chair, joined the coalition's release of "e-genda 2003," its technology policy agenda.¹

On 2003-06-03, Smith announced that the Department of Justice's COPS program had approved $2.7 million for the King County Police Department to fund additional officer positions, including work on the Green River serial killer investigation.¹

On July 22, 2003, Smith and Jay Inslee announced a $223,538 federal grant for the Friends of Youth's Griffin Home treatment facility in Renton, WA.¹

That same day, Smith issued a statement on a House Armed Services Committee hearing on the agreement between the Air Force and Boeing to lease 100 767s as aerial refueling tankers, stating that the lease would provide a fiscal benefit to the American taxpayer.¹

On July 24, 2003, Smith and Christopher Shays introduced H.R. 2902 and H.R. 2903, bills to create bipartisan commissions to identify wasteful government programs and corporate subsidies and recommend them for elimination.¹

Smith called for delaying part of the tax cut for the highest income earners to pay for the $87 billion in additional spending on Iraq and Afghanistan operations, and backed a letter supporting HR 3150 and S. 1634 to offset that funding by reducing tax breaks for earners with adjusted income over $300,000 (r1, r3).²

He voted no on the Iraq supplemental funding legislation, saying he would have supported it if its costs were offset, after Republican leadership did not permit him to offer an amendment that would have paid for the funding by scaling back tax cuts for the top bracket (r4).¹

He voted against the Medicare Prescription Drug and Modernization Act of 2003, citing a coverage gap between $2,200 and approximately $5,100 in drug spending and a "premium support demonstration program" beginning in 2010 (r8).¹

He objected to passage of the $820 billion omnibus spending package, saying the House passed one combined bill instead of working with the Senate on the 13 appropriations bills individually, and cited added policy riders including changes to Labor Department overtime regulations and removal of a provision that would have capped media ownership reach at 35 percent of households (r9).¹

On February 25, 2004, Smith called on Congress to pass a manufacturing tax credit to avoid pending European trade sanctions, citing a loss of over 66,000 manufacturing jobs in Washington state in the prior three years.¹

On March 2, 2004, Smith introduced legislation to extend Trade Adjustment Assistance, including its health care tax credits, to service-sector workers such as software programmers, an eligibility then limited to manufacturing and agricultural workers.¹

In mid-April 2004, Smith announced funding requests submitted through 2005 appropriations bills, including the Transportation, Treasury and Independent Organizations bill and the Labor, Health and Human Services bill, for local projects such as highway and transit improvements, a methamphetamine enforcement initiative, and community and technology programs in Washington state.¹¹

On May 12, 2004, Smith announced House Armed Services Committee approval of full funding for 14 additional C-17 aircraft and secured funding through the 2005 Defense Appropriations bill for a homeland security mapping project, a defense information technology study, a C-130 safety system, and Stryker Brigade display technology.⁵

On 2004-09-27, Smith was appointed to the conference committee on the Defense Authorization Bill for FY 2005, his first appointment to a conference committee.¹

On 2004-10-06, as a co-chair of the House New Democrat Coalition, Smith said he was pleased that repatriation provisions similar to his 2003 Invest in America Act, H.R. 1162, would be included in H.R. 4520 and had been sent to the President's desk.¹

On 2004-10-07, Smith said Congress had finished work on the National Defense Authorization bill, which included a 3.5% pay raise for service members and authorized a multiyear procurement of 100 new aerial refueling tankers.¹

The same day, the House New Democrat Coalition announced that 15 of its members had introduced H.R. 5254, the Up-Skilling Tax Credit Act, and H.R. 5255, a bill to create a competitive grant program for math, science, engineering and technology education.¹

Adam Smith said he would vote against S. 2986, a bill raising the federal debt limit by $800 billion to $8.18 trillion.¹

He said Republican leadership had passed three separate debt limit increases in the prior three years, including a 2003 increase of $984 billion that he called the largest in history, and that Congress had raised the debt limit by more than $2 trillion since 2002.¹

He called for 'pay-as-you-go' budget policies instead, which he said had produced budget surpluses in the 1990s.¹

On November 21, 2004, his office announced federal funding secured for local transit, sewer, and senior center projects in and around the Ninth District.¹

Smith welcomed Treasury Department guidance implementing the domestic reinvestment tax provision from his 2003 "Invest in America Act," saying it gave companies guidance to bring foreign profits back into the United States.¹

Reacting to the CBO's economic outlook for fiscal years 2006-2015, Smith said Washington had "thrown fiscal responsibility out the window" and cited a projected $855 billion deficit over that period.¹

After President Bush's State of the Union address, Smith said Bush gave no plan to curb spending and tax cuts as the deficit could reach over $420 billion, and said Bush's Social Security private-account plan would cost upwards of $2 trillion.¹

Responding to Bush's FY 2006 budget proposal, Smith called it "another example of lost opportunity and fiscal irresponsibility," said it would add more than $4 trillion to the deficit over ten years, and pointed to proposed cuts of $480 million to the COPS program and $215 million to local firefighter funding.¹

On March 2, 2005, Smith said he was disappointed by House passage of H.R. 27, the Job Training Improvement Act, stating it would eliminate the dislocated worker training program, reduce and restrict services for in-school youth, siphon off funds used to serve veterans and individuals with disabilities, and allow hiring discrimination based on religious beliefs by faith-based organizations receiving federal funds.¹

On March 16, 2005, Smith and five other members of the Washington State congressional delegation sent a letter to the chairman and ranking member of the House Appropriations Committee asking them to restore funding for the COPS program, which the President's FY 2006 budget had eliminated.¹

On March 17, 2005, following passage of the FY06 Budget Resolution, Smith said he was disappointed that the resolution came amid a projected $427 billion deficit, and said he had instead voted for a Democratic alternative budget that he said would reach balance by 2012 and result in $182 billion less public debt than the Republican budget over the first five years.¹

Smith voted against H.R. 6, the Energy Policy Act of 2005, saying the bill directed 93 percent of its tax incentives, equivalent to $7.5 billion, to oil and natural gas while renewable energy and conservation initiatives received only 7 percent.¹

He cosponsored the Small Business Health Benefits Program Act of 2005, which he said would give small-business employers an annual tax credit to defray part of their contribution for low-income workers and a bonus tax credit for paying a higher percentage of the premium.¹

Announcing his opposition to CAFTA, Smith said the Bush Administration's spending and tax cut policies had undermined the country's ability to invest in education and skills training.¹

On May 25, 2005, the House passed H.R. 1815, the Fiscal Year 2006 Defense Authorization bill, which Smith said moved toward ending the Disabled Veteran's Tax and included $60 million in school impact aid and $25 million for Up-Armored HMMWV and Tactical Truck Crew Trainers affecting the Puget Sound region.¹

On June 15, Smith voted for H.R. 2862, the Science-State-Justice Appropriations bill for FY 2006, and said he was concerned about the level of funding for the COPS and Edward Byrne Memorial Formula Grant programs.¹

On June 19, the House passed H.R. 2863, the Fiscal Year 2006 Defense Appropriations bill, appropriating $408.9 billion, including $45.3 billion for operations in Iraq and Afghanistan.¹

On June 23, Smith voted for an amendment restoring Corporation for Public Broadcasting funding that passed the House 284 to 140, and on June 27 he voted for H.R. 3057, the Foreign Operations Appropriations bill, which provided $2.7 billion to combat HIV, tuberculosis and malaria and $1.75 billion for the Millennium Challenge Account.²

Smith called the Energy Conference Report "disappointing" and said it "does not do enough to shift U.S. energy policy away from old fossil fuels and subsidies," while noting he had written to Chairman Bill Thomas asking that a two-year extension of the wind energy Production Tax Credit be included in the final report.¹

Smith said House Republicans passed H.R. 5, the Medical Malpractice Reform Act, which he said "broadly defines 'medical malpractice action'" to protect HMOs, insurance companies, nursing homes and drug and device manufacturers, and set "a cap on punitive damages that is far too low."¹

Smith joined Senators Patty Murray and Maria Cantwell in announcing that the SAFETEA-LU surface transportation bill secured over $41 million for South Sound transportation priorities.¹

On November 17, 2005, Smith voted against a budget reconciliation bill that passed the House by a vote of 217-215, which he said cut an estimated $50 billion over five years from Medicaid, food stamps and the Temporary Assistance for Needy Families program to offset more than $100 billion in tax cuts.¹

On December 18, 2005, Smith voted against the conference report on that budget reconciliation legislation, which he said cut an estimated $39.7 billion over five years from the same programs and added new fees and higher interest rates for student loans.¹

Smith voted against the conference report for the Labor, Health and Human Services, and Education Appropriations Act for FY06 when it was rejected by the House on November 16, 2005, and again on December 13, 2005, when he said it cut funding for No Child Left Behind by more than $700 million and held Pell Grants at $4,050 for a fourth straight year.²

In the same period, Smith voted for the FY2006 Transportation, Treasury and Housing and Urban Development appropriations conference report that funded the Foss Waterway Development Authority in Tacoma and a transit facility near Highline Community College, voted for the FY2006 Military Quality of Life and Veterans Affairs Appropriations conference report that added $1.2 billion for veterans' health care, voted against the FY2006 Defense Appropriations bill because it included a provision allowing drilling in the Arctic National Wildlife Refuge, and voted for the FY2006 Defense Authorization Act conference report that included language prohibiting torture and cruel, inhuman and degrading treatment of detainees.⁴

Smith voted for H.R. 5122, the FY07 Defense Authorization Act, which included $50 billion in bridge funds to cover war costs in Iraq and Afghanistan.¹

He voted against the FY07 Budget Resolution, H.Con.Res. 376, which he said increased the debt limit by another $653 billion.¹

He voted for the Homeland Security Appropriations Act and the Foreign Operations Appropriations Bill, and voted against $94.5 billion in emergency supplemental funding for Iraq, Afghanistan, and Gulf Coast rebuilding, citing a lack of contracting oversight.³

He also requested that the Government Accountability Office study the Trade Adjustment Assistance program.¹

On the anniversary of Hurricane Katrina, Smith said Congress had cut $50 billion from programs including Medicaid and food stamps to offset reconstruction costs and then, weeks later, cut taxes for the heirs of the wealthiest fraction of one percent of Americans, calling the sequence "contradictory and irresponsible."¹

For Labor Day, Smith said the federal minimum wage of $5.15 per hour had been unchanged since 1997, compared with Washington state's $7.63 per hour, and said the House had only advanced a minimum wage increase when it was paired with a tax cut package for the heirs of the wealthiest fraction of one percent of Americans.¹

In late September, Smith voted for the FY2007 Homeland Security appropriations conference report at $34.8 billion and the FY2007 National Defense Authorization conference report at $462.9 billion, which included $70 billion for Iraq and Afghanistan operations, and announced more than $10 million for Puget Sound defense projects in a separate FY2007 defense appropriations conference report.³

On January 30, 2007, Smith voted for House Joint Resolution 20, a continuing resolution to fund the federal government for fiscal year 2007, which the House passed 286 to 140.¹

Smith said the resolution addressed the previous Congress's failure to pass nine of 11 appropriations bills to fund the government.¹

On February 5, 2007, Smith said President Bush's fiscal year 2008 budget request funded the wars in Iraq and Afghanistan for the coming year but discontinued that funding in 2009, and said the budget proposed cutting funds for Medicare, Medicaid, education, and environmental protection.¹

On February 26, 2007, Smith became an original cosponsor of HR 1074, the Reducing the Need for Abortions and Supporting Parents Act, which included provisions to mandate family planning services under State Medicaid programs and increase funding for Title X.¹

On May 9, 2007, Smith voted to support the House Armed Services Committee's markup of the fiscal year 2008 National Defense Authorization Act, and on May 16 voted for the bill, H.R. 1585, which passed the House 397 to 27.²

On May 23, 2007, Smith voted against the compromise version of the emergency war supplemental bill, which would fund the President's military policies in Iraq through September.¹

On June 11, 2007, Smith applauded the veterans-related sections of H.R. 2642, the fiscal year 2008 Military Construction and Veterans Affairs Appropriations Act, which passed 409 to 2 and provided $6.7 billion for the VA, $3.8 billion above the President's request.¹

In a June 21, 2007 statement, Smith said he voted for H.R. 2764, the fiscal year 2008 State and Foreign Operations Appropriations bill, which passed the House 241 to 178 and provided $34.2 billion in discretionary spending.¹

Between July 19 and July 26, 2007, Smith voted for three fiscal year 2008 appropriations bills: the Labor, Health and Human Services and Education bill, which passed 276-140; the Transportation, Housing and Urban Development bill, which passed 268-153; and the Commerce, Justice, and Science bill.³

On July 26, 2007, Smith voted against final passage of H.R. 2419, the Farm, Nutrition and Bioenergy Act, which passed 231-191, saying the bill "clings to an outdated, wasteful subsidy system."¹

On August 1, 2007, Smith voted for H.R. 2272, the COMPETES Act, which passed 367-57 and authorized funding for science and math teacher training and for research through the National Science Foundation, the Department of Energy, and the National Institute of Standards and Technology.¹

On August 3, 2007, Smith and a majority of the House passed H.R. 3221, the New Direction for Energy Independence, National Security, and Consumer Protection Act, which passed 241-172, and H.R. 2776, the Renewable Energy and Energy Conservation Tax Act, which passed 221-189.¹

On October 22, 2007, Smith said President Bush's request for an additional $46 billion for operations in Iraq and Afghanistan would bring the amount the President sought for fiscal year 2008 war spending to $196.4 billion.¹

On November 8, 2007, Smith voted for H.R. 3996, the Temporary Tax Relief Act of 2007, saying it would prevent more than 43,000 people in Washington state from paying the Alternative Minimum Tax and would pay for that change by closing a tax loophole for investment fund managers' "carried interest" income.¹

Smith voted for the Labor, Health and Human Services and Education appropriations conference report, which passed the House 269 to 142; the Defense Appropriations conference report, which passed 400 to 15; and the Transportation-Housing and Urban Development appropriations conference report, which passed 270 to 147.³

On December 18, 2007, Smith said the fiscal year 2008 omnibus appropriations measure reversed some of the President's proposed cuts to programs including Homeland Security grants, Pell Grants, and K-12 education, and secured funding for South Sound projects.¹

On May 14, 2008, Smith voted against H.R. 2419, the Farm Bill, saying the bill retained "wasteful, trade-distorting subsidies."¹

On June 4, 2008, Smith voted for the House's fiscal year 2009 budget conference report, calling it a step toward fiscal discipline.¹

On June 19, 2008, Smith voted no on both amendments to the fiscal year 2008 emergency supplemental appropriations bill, which together provided more than $160 billion for Iraq and Afghanistan operations plus additional funding for items such as disaster assistance and veterans benefits, none of it offset.¹

Between June 24 and July 2, 2008, Smith secured House Appropriations Committee approval for local funding requests, including $8.6 million for a cyber-warfare facility at McChord Air Force Base, $300,000 for a King County law enforcement data system, and $500,000 each for biofuels and power-grid research at Washington universities.³

On September 9, 2008, Smith said he supported the Pentagon's decision to delay the $35 billion Air Force tanker contract until the next administration, while saying he had "serious misgivings about the management of the process thus far."¹

On September 16, 2008, Smith said the House passed the American Energy Security & Consumer Protection Act by a vote of 236-189, and described the bill as eliminating tax breaks for the five largest oil and gas companies and providing $18 billion in tax breaks for renewable energy, green jobs, and efficiency measures.¹

On September 24, 2008, Smith announced he had secured $24.6 million for military projects in the Puget Sound region as part of a fiscal year 2009 spending package covering the Department of Defense, the Department of Veterans Affairs, and military construction.¹

On October 2, 2008, Smith voted for the Financial Recovery package, which the House passed 263-171, and said the package also included a bill extending expiring tax cut provisions and a mental health parity bill.¹

On January 14, 2009, Smith authored a letter to Speaker Pelosi, Minority Leader Boehner, and committee leadership requesting transparency and accountability requirements for federal funding in the upcoming economic stimulus package.¹

On January 27, 2009, Smith voted in support of the American Economic Recovery and Reinvestment Act, and said it contained a middle class tax cut, targeted tax cuts for businesses, a college tuition tax cut, and a homebuyer tax credit.¹

On February 12, 2009, after the House passed the Act, Smith again stated he had voted in support of it, saying it would cut taxes for 95% of workers, and applauded the inclusion of an expanded Trade Adjustment Assistance program in the package.²

Between June 17 and July 24, 2009, Smith voted in support of a series of Fiscal Year 2010 appropriations bills funding Commerce-Justice-Science, Homeland Security, Interior and Environment, Military Construction and Veterans Affairs, and Labor-Health-Education programs.⁵

The Military Construction and Veterans Affairs Appropriations Act provided $108.9 billion for the Department of Veterans Affairs, a $14.5 billion increase over Fiscal Year 2009.¹

On July 23, 2009, Smith and Congressman Dave Reichert introduced the Earmark Transparency and Accountability Reform Act, H.R. 3268, to set standards for accountability and transparency in how earmarks are vetted through the congressional budget process.¹

Smith also reported securing $2.75 million for local law enforcement and crime prevention programs, funding for local transportation projects including $300,000 for the 70th Avenue East and Valley Avenue East corridor project, and nearly $18 million for local defense-related projects.³

Smith voted for the fiscal year 2010 Energy and Water Appropriations bill, which he said included funding for flooding mitigation and habitat restoration along the Puyallup River, though at a lower amount than he had originally requested.¹

He voted for the Veterans Health Care Budget Reform & Transparency Act, which he said would require the President's budget request and future appropriations bills to fund Department of Veterans Affairs medical accounts one year in advance.¹

He also voted for the conference report on the fiscal year 2010 National Defense Authorization Act, H.R. 2647, which he said provided a 3.4% pay raise for troops and included provisions to eliminate waste, fraud and abuse in the contracting process.¹

He said he helped secure more than $35 million for projects in Washington state through that bill.¹

Smith voted for pay-as-you-go legislation requiring that all new spending be paid for and not add to the deficit, and said he had supported PAYGO rules in the 1990s and continued to support them.¹

The release stated that a $236 billion surplus in 2000 turned into average annual deficits of more than $443 billion over the following eight years after the 1990s PAYGO law was allowed to expire in 2002.¹

The release said PAYGO would protect against debt-financed tax cuts and spending increases while allowing continued investment in areas including job creation, education, and health care.¹

Congress passed the Fiscal Year 2010 Emergency Supplemental Appropriations bill, which included $44 million for interim repairs to the Howard Hanson Dam, and Smith said he worked to secure the funding's inclusion; the President signed the bill into law on July 28, 2010.²

On July 29, the Army Corps of Engineers detailed the interim repairs to the dam intended to protect the Green River Valley from flooding.¹

On July 28, Smith supported the Fiscal Year 2011 Military Construction and Veterans Appropriations bill, which the House passed and which provides $120.8 billion for veterans' programs, a 10% increase over the previous year's budget.¹

On September 28, 2010, Smith praised a $1,036,292 Department of Justice COPS Hiring Program grant to the Federal Way Police Department, to preserve four law enforcement jobs.¹

On September 30, 2010, Smith said Congress passed and the President signed H.R. 5297, the Small Business Lending Fund Act of 2010, creating a $30 billion small business lending fund for community banks and $12 billion in small business tax incentives, including reinstatement of a provision letting businesses write off half the cost of new equipment placed in service that year.¹

On October 7, 2010, Smith announced that $19,722,515 was being allocated for small business lending in Washington State under the Small Business Jobs Act, part of a $15 billion nationwide lending effort requiring states to generate $10 in new private lending for every $1 in federal funding.¹

On December 15, 2010, Smith was elected Ranking Member of the House Armed Services Committee for the 112th Congress and said Pentagon spending should be handled "in the most efficient and effective manner".¹

On January 5, 2011, after Secretary of Defense Robert Gates announced proposed defense budget savings, Smith said Gates made "a compelling case for continued reforms within the Department of Defense" that would "reinvest $100 billion of those savings in critical military priorities," and called the approach "moderate and responsible".¹

On January 6, 2011, Smith said the fiscal year 2011 National Defense Authorization Act, signed into law by the President, "authorizes a 1.4 % pay raise for our troops, strengthens military health care and family support programs".¹

Smith criticized House Budget Committee Chairman Paul Ryan's fiscal year 2012 budget proposal, stating it moved Medicare toward a voucher system, reduced Medicaid through block grants, and let food stamp and housing assistance programs expire for vulnerable families to pay for tax cuts for the wealthiest Americans.¹

On April 7, he said that if Congress did not pass a budget for the remainder of fiscal year 2011, the government would shut down starting April 8, 2011, with only services deemed essential to the safety of human life and protection of property, including the armed forces, border protection, air traffic controllers, and police and fire departments, continuing to operate.¹

After President Obama presented a new budget framework on April 12, Smith said he was happy to see the Administration placing more aspects of federal spending on the table and ensuring high earners pay their fair share, said the discussion had not gone far enough, and cited 2010 figures of $3.5 trillion in spending against $2.2 trillion in revenue, producing a $1.3 trillion deficit.¹

On May 19, 2011, Smith issued a statement for National Small Business Week saying he supports economic policies that encourage small business growth, including tax credits and programs that make it easier to navigate federal regulations and paperwork.¹

On May 25, 2011, the House passed the Fiscal Year 2012 National Defense Authorization Act by a vote of 322 to 96, and Smith's statement said the bill included a 1.6 percent pay increase for service members.¹

In a Memorial Day statement on May 29, 2011, Smith said the NDAA passage included a pay raise and improved support for military families, and he cited Department of Labor statistics showing an unemployment rate of almost 27 percent for some service members.¹

On July 31, 2011, Smith voted against the Budget Control Act of 2011, saying the bill did not address revenue and set spending caps without specifying which programs would be cut.¹

At an August 24 town hall in Burien on the national budget, he said a complete debt-reduction plan would need to address revenue and cut spending in a responsible and balanced way.¹

On September 7, after President Obama's address on the American Jobs Act, Smith said closing corporate tax loopholes to help offset the plan makes sense.¹

On October 31, 2011, Smith joined other Washington state members of Congress in applauding a $5.7 million Department of Defense grant to the City of Lakewood for transportation improvements near Madigan Army Medical Center.¹

On November 18, 2011, Smith voted no on the Balanced Budget Amendment, saying it 'does nothing to address the immediate challenges we face in our budget' and that requiring a balanced budget could have a 'devastating impact' on the economy during a crisis.¹

On November 20, 2011, after the Joint Select Committee on Deficit Reduction announced it had not reached an agreement, Smith said the Supercommittee had 'failed to reach a deal to reduce the federal deficit' and that the solution lay in 'reducing spending while raising new revenues.'¹

On 2011-12-12, Smith stated he introduced the Dollars and Sense Act (H.R. 2778) in August 2011 to reduce overproduction of $1 coins and eliminate a backlog of more than one billion excess coins sitting in Federal Reserve vaults, after the Treasury announced it would suspend future $1 coin production.¹

On 2011-12-15, Smith stated the House passed a bipartisan omnibus appropriations bill funding the federal government through the remainder of fiscal year 2012, and said the bill was not perfect.¹

On 2012-01-04, Smith stated Congress was engaged in debate over how best to meet spending reductions stipulated in the Budget Control Agreement without undermining national security objectives.¹

On 2012-02-12, Smith stated the FY2013 defense budget was consistent with funding levels set by the Budget Control Act, and stated he did not support that act.¹

On May 17, 2012, after the House passed the fiscal year 2013 National Defense Authorization Act, Smith said the bill included a 1.6 percent pay increase for troops and their families.¹

On June 13, 2012, following President Obama's remarks on the economy, Smith said Republicans have favored "a top-down, trickle-down approach" that relies on cutting taxes and regulatory safeguards, and said that approach "has simply not worked."¹

On June 24, 2012, Smith joined Senators Murray and Cantwell and Representative Dicks in announcing $46,485,468 in Department of Defense Office of Economic Adjustment grants, funded under Public Law 112-10 and Public Law 112-74, to replace two elementary schools on Joint Base Lewis-McChord.¹

Smith voted against H.R. 8, the fiscal cliff agreement, on January 1, 2013, and against H.R. 325, the "No Budget, No Pay Act," on January 22, 2013.²

On February 26, 2013, he introduced the Sequestration Relief Act of 2013, saying it would eliminate the sequester scheduled to take effect March 1 and instead produce $320 billion in spending reductions by incrementally reducing discretionary spending caps over eight years.¹

He voted against H.R. 933, a continuing resolution, on March 5, 2013.¹

On March 20, 2013, he voted for the House and Senate Democratic budget proposals and said he supported the Continuing Resolution that passed the House that day because it would prevent a government shutdown.²

On May 22, 2013, Smith opposed House legislation that would link federal student loan interest rates to the 10-year Treasury note rate, which the Congressional Budget Office projected would raise rates to 7.4% by 2017, and he supported an amendment by Rep. Courtney to extend the 3.4% rate for two years, though the amendment was not considered on the House floor.¹

On June 30, 2013, Stafford student loan interest rates doubled from 3.4% to 6.8% after Congress did not act, an increase estimated to cost an additional $2,600 for each student taking on the loans.¹

Smith stated he had cosponsored legislation offered by Representative Courtney that would have extended the 3.4% interest rate for another two years.¹

After the House passed a continuing resolution on September 19, 2013, Smith said sequestration's "indiscriminate cuts continue to threaten national security and military readiness, jobs, and the economy" and called for addressing the budget in a "balanced and responsible way."¹

Following the Senate's September 26 passage of a funding measure and House Republicans' September 29 refusal to bring it to a vote, Smith called on House Republican leadership to take up the Senate-passed bill and allow a vote to fund the government.²

After the government shutdown began on September 30, Smith said the Senate-passed measure included "spending levels that Republicans demanded under sequestration" and stated "Holding the funding of our government hostage to force their partisan agenda is irresponsible and shameful."¹

Smith voted on October 15, 2013 for legislation that "ends the shutdown and keeps our nation from defaulting on our obligations," saying Republicans "didn't have the votes" and used "the threat of a shutdown and default to try and force policies on Democrats that we cannot support."¹

On December 9, 2013, Adam Smith issued a statement on the bipartisan budget agreement, calling it "far from perfect" while saying it provides relief from sequestration for education, housing, and transportation programs, and thanking Senator Patty Murray and Representative Paul Ryan for their work on the deal.¹

After the House passed the deal on December 11, 2013, Smith said it also provides two years of relief from sequestration for the Department of Defense and other discretionary programs including technology and Head Start, calling it "a small step forward."¹

The same day, Smith, Ranking Member of the House Armed Services Committee, stated that the House had passed the Fiscal Year 2014 National Defense Authorization Act and urged the Senate to act on it.¹

On February 10, 2014, as Ranking Member of the House Armed Services Committee, Smith opposed legislation that would add another year of sequestration to mandatory spending in exchange for repealing cost-of-living adjustments for retired working-age members of the Armed Services.¹

On April 1, 2014, Smith said Representative Paul Ryan's FY2015 budget proposal would turn Medicare into a voucher program, cut funding for programs like SNAP and Head Start, and give more tax cuts to the wealthiest Americans.¹

On April 9, 2014, Smith said he supported the Van Hollen budget and the Congressional Black Caucus budget in that day's House votes, and said the budget passed by House Republicans would turn Medicare into a voucher program.¹

Between May 5 and May 20, 2014, Smith offered amendments to the FY2015 National Defense Authorization Act to remove restrictions on transferring Guantanamo Bay detainees into the United States and to end indefinite military detention of individuals held in the United States under the Authorization for Use of Military Force.²

In a May 20, 2014 statement, Smith said operating the Guantanamo Bay facility had cost more than $5 billion since 2002, that the cost to taxpayers would keep growing as the number of detainees held there continued to shrink, and that the government was spending about $2.7 million per detainee each year compared with $78,000 per inmate to hold a convicted terrorist.¹

On June 10, 2014, Smith voted against the FY2015 Transportation, Housing and Urban Development Appropriations bill, saying it cut funding for TIGER transportation grants and affordable housing programs and did not restore 40,000 Section 8 rental vouchers lost to sequestration.¹

On July 13, 2014, Smith said he supported a supplemental appropriation request to address unaccompanied minors arriving at the border, calling the situation a humanitarian crisis.¹

He said he opposed sending the children back without consideration of protections including asylum, and supported an increase in immigration judges and legal representation for the children.¹

On July 29 and July 31, 2014, Smith said he opposed the House Republican supplemental appropriations bill, saying it would prohibit unaccompanied minors from being placed with sponsors and would prioritize speedy removals above due process.²

On March 25, 2015, after the House of Representatives voted on Fiscal Year 2016 budget proposals, Smith said the Democratic budget expanded tax credits for working families, increased funding for education and infrastructure, and ended sequestration, and said the Republican budget gave large tax breaks to the wealthy, cut Supplemental Nutrition Assistance Program funding, and turned Medicare into a voucher system.¹

On April 1, 2015, Smith said he had written to the House Appropriations Committee the previous week in support of the President's request for $87.7 million in Economic Support Funds for Somalia.¹

On October 27, 2015, Smith said the two-year bipartisan budget agreement "does not eliminate cuts mandated by sequestration and does not fix our core budget problems in the long-term."¹

On December 16, 2015, he voted against the $622 billion tax extenders bill, saying it "is inequitable and leaves our nation's finances worse off."¹

On December 17, 2015, he voted to pass the Fiscal Year 2016 Omnibus Appropriations Act, which provided $1.067 trillion of discretionary spending following "the two-year budget agreement signed into law in October 2015."¹

On February 8, 2016, Smith said President Obama's Fiscal Year 2017 budget proposal funds education and information technology investments and would eliminate the sequester after 2018.¹

On February 11, 2016, as Ranking Member of the House Armed Services Committee, Smith introduced the Relief from Sequestration Act of 2016, H.R. 4512, saying it would repeal the sequestration mechanism and eliminate $1.2 trillion in discretionary spending cuts required by the Budget Control Act of 2011.¹

On February 23, 2016, Smith said the President's plan to close the Guantanamo Bay detention facility would produce net savings of $335 million over ten years and $1.7 billion over twenty years.¹

On April 25, 2016, Smith stated opposition to a forthcoming FY2017 NDAA amendment that would ban implementation of the Fair Pay and Safe Workplaces Executive Order, saying companies with labor, safety, or discrimination violations should not be made easier to acquire government contracts.¹

On April 28, 2016, following House Armed Services Committee mark-up of the FY2017 NDAA, Smith stated that Democrats won votes to preserve DOD environmental and climate-related measures, include women in Selective Service, and expand military parental and adoption leave.¹

On May 12, 2016, Smith stated he supported the steps taken in the Comprehensive Opioid Abuse Reduction Act and related bills while stating he was "deeply disappointed" that they did not provide the full funding necessary to confront rising overdose deaths and addiction.¹

On February 27, 2017, Smith said President Trump's budget blueprint showed "a disturbing disconnect from facts and fiscal responsibility" and said proposed cuts to diplomacy and development would make Americans less safe.¹

On March 14, 2017, he said the American Health Care Act would take health insurance away from millions of people, citing a Congressional Budget Office estimate of 14 million more uninsured in the first year and a $170 billion cut from the Medicare Trust Fund.¹

On March 16, 2017, he said President Trump's budget proposal would "overwhelmingly benefit the wealthy" and result in the largest cuts to discretionary federal programs and agencies in decades while increasing the defense budget.¹

On March 27, 2017, as Ranking Member he reintroduced the Relief from Sequestration Act of 2017, legislation designed to repeal the sequestration mechanism created under the Budget Control Act of 2011.¹

On April 27, 2017, Smith said President Trump's tax proposal was focused on cutting taxes for wealthy people and companies and would harm working people and undermine a healthy economy.¹

He called the proposal disastrous and said it would explode budget deficits.¹

On May 22, 2017, Smith said President Trump's budget proposal would slash investments in economic opportunity programs and cut funding for the Environmental Protection Agency and National Institutes of Health.¹

He said the budget's assumptions relied on budget gimmicks and that tax cuts do not pay for themselves.¹

On July 13, 2017, Smith said he supported House passage of the FY2018 National Defense Authorization Act but said the bill did not make choices about spending and continued to allocate money across programs without regard to finite resources.¹

On July 26, 2017, Smith and Rep. Bordallo called for a temporary suspension of the 1033 program's transfers of controlled military equipment to civilian law enforcement agencies until the Defense Logistics Agency addressed oversight weaknesses identified by the GAO.¹

On July 27, 2017, Smith said he opposed the Security Minibus appropriations bill because of the level of defense spending it mandated, including $1.6 billion in border wall funding he said the President had promised taxpayers would not pay, while noting he had voted for the FY2018 NDAA despite concerns he raised about unsustainable defense budgeting.¹

On July 28, 2017, Smith and Rep. Grijalva reintroduced the Rural Economic Vitalization Act to allow voluntary retirement of federal grazing permits, with Grijalva citing the scale of taxpayer money subsidizing the grazing program.¹

On October 4, 2017, Smith said the Republican budget proposals were unrealistic and used budget gimmicks, and said they served as a vehicle to cut taxes on the wealthiest while shifting the tax burden to working Americans.¹

On October 26, 2017, after a budget resolution passed a vote in the House, Smith said the resolution was not a legitimate budget but a vehicle for tax cuts that would increase the deficit and benefit the wealthiest Americans.¹

On November 1, 2017, after Republicans released their tax bill, Smith said the plan would cost $1.5 trillion and was only partially paid for by eliminating credits and deductions relied on by working and middle-class Americans.¹

On November 9, 2017, ahead of a vote on the bill, Smith said the $1.5 trillion tax bill would have devastating impacts on the national debt at a time when the country already had $20 trillion in debt and deficits of nearly $700 billion.¹

On December 14, Smith said in a press release that the Republican tax bill risked triggering PAYGO cuts to mandatory programs including the Department of Housing and Urban Development, military pensions, and Medicare, and stated he continued to oppose the bill.¹

On December 21, Smith said in a statement on passage of H.R. 1 that the vote increased the deficit by $1.5 trillion, that Senate parliamentary rules required the House to vote on the bill twice, and that the measure endangered Medicare and other mandatory programs and opened the Alaska National Wildlife Refuge to oil drilling.¹

Also on December 21, Smith said in a statement on House passage of a continuing resolution that Republicans funded the government through a short-term measure instead of full appropriations bills.¹

On 2018-03-14, Smith was one of six House members introducing the Global Fragility and Violence Reduction Act (H.R. 5273), which would require USAID to coordinate with the State and Defense Departments on preventing the root causes of violence and instability abroad.¹

On 2018-03-22, after the House passed the fiscal year 2018 omnibus spending bill, Smith issued a statement opposing it, saying it "underfunds key areas of the budget and takes us further down our current path of fiscal irresponsibility by ballooning our federal debt and increasing our already unmanageable deficit."¹

On 2018-04-10, Smith called the National Guard border deployment an "ill-conceived, unnecessary stunt" and said it was diverting funds away from rebuilding military readiness.¹

On 2018-04-12, Smith and six other House Democrats sent a letter to the Secretaries of Homeland Security and Defense stating that "a deployment of this kind is not to be made lightly" and seeking justification given the potential cost of using taxpayer funds for the deployment.¹

In a July 22 statement on the completed FY2019 National Defense Authorization Act conference report, Smith said Democrats defeated provisions that would have undermined the Endangered Species Act, rolled back mining regulations, and allowed indefinite taking of certain public lands for defense purposes, and won inclusion of provisions requiring military installations to address sea-level rise and establish energy and climate resiliency plans.¹

On July 26 the House passed the NDAA by a vote of 359-54, and Smith said he had fought to include provisions prohibiting in-flight refueling of Saudi Arabian or Saudi-led coalition aircraft on Yemen missions absent certain State Department certifications, requiring a humanitarian support strategy for Yemen, and requiring a Department of Defense review of whether U.S. forces or partners had committed human rights violations.¹

Also on July 26, Smith announced NDAA provisions for the Hanford Nuclear Reservation cleanup, including an additional $50 million authorized for Central Plateau cleanup and a provision stating the Secretary of Energy should impose civil penalties on contractors for violations of Department of Energy rules.¹

On September 5, 2018, Smith joined other appropriators in opposing a Trump administration plan to redirect military readiness and infrastructure funding toward a border wall, calling it "utterly irresponsible and appalling".¹

On September 12, Smith welcomed a provision in the FY2019 appropriations minibus conference report allocating $20,000 per House office for paid internships, while saying Congress needed to go further to fund full-time, year-round positions at a livable wage.¹

On September 27, Smith opposed a House Republican tax package that would make tax cuts passed the previous December permanent, saying Republicans planned to pay for it with cuts to Medicare, Medicaid, and Social Security.¹

On November 1, Smith led over 100 House Democrats in a letter asking Defense Secretary Mattis for the cost and duration of deploying 5,200 additional troops to the southern border.¹

Between January 9 and January 15, 2019, Smith voted yes on appropriations bills funding financial services and general government, transportation and housing, agriculture, and the interior, all of which passed the House, and voted no on motions to recommit each of those bills, which failed; on January 15 he voted yes on a continuing resolution to fund the government, which failed 237-187 in a vote to suspend the rules and pass.⁹

On January 23 and 24, 2019, Smith voted yes on the Consolidated Appropriations Act, 2019 and a further continuing resolution for the Department of Homeland Security, both of which passed the House, and voted no on motions to recommit them, which failed; on January 25, after 35 days, he said in a statement that the President had agreed to open the government and called the shutdown a manufactured crisis that harmed federal workers and communities.⁶

On February 14, 2019, Smith voted yes on the conference report to H.J.Res. 31, which the House passed 300-128, and said in a statement that the report must be passed for the sake of the federal agencies, employees, and public it supports.²

On January 4 and February 15, 2019, after President Trump said he was considering and then declared a national emergency to redirect military construction funds toward the border wall, Smith said in statements that the move prioritized the wall over military readiness and diverted resources meant to support the military and their families.²

On April 4, 2019, Smith reintroduced the Relief from Sequestration Act of 2019 to repeal the automatic cuts in discretionary and mandatory spending triggered by the 2011 Budget Control Act's sequestration.¹

Between May 10 and June 26, 2019, he voted for passage of supplemental appropriations (H.R. 2157, passed 257–150), the Labor-HHS-Education appropriations bill (H.R. 2740, passed 226–203), and financial services appropriations (H.R. 3351, passed 224–196).³

On July 17, 2019, he voted for the Middle Class Health Benefits Tax Repeal Act, which passed 419–6.¹

On July 25, 2019, he voted for passage of the Bipartisan Budget Act (H.R. 3877, passed 284–149), and in a statement the next day said it would eliminate the Budget Control Act's threat of sequestration for the final two years of that law's effect.²

Smith voted for a House bill to fund care for migrant children and families, including improved health care and food access, but voted against the Senate's version of the emergency supplemental bill, saying the Senate bill put too much faith in an administration he described as having repeatedly failed to safely care for people in its custody.¹

Smith joined seven Washington state legislators in written comments to the IRS and HUD asking regulators to expand Opportunity Zone reporting requirements and target investment toward low-income residents, people of color, and other historically underserved populations.¹

The House passed the National Defense Authorization Act for Fiscal Year 2020 by a vote of 220 to 197 without Republican support, and Smith, chairman of the House Armed Services Committee, said the bill included provisions addressing the Saudi-led coalition in Yemen, an unauthorized war with Iran, PFAS chemicals in drinking water, and climate change.¹

Smith said Congress and the Administration reached the Bipartisan Budget Act of 2019, which would eliminate the Budget Control Act's threat of sequestration for the law's final two years and take the possibility of a first-ever U.S. sovereign debt default off the table for two years.¹

On September 19, 2019, Smith voted yes on H.R. 4378, continuing appropriations for fiscal year 2020, which passed the House 301–123.¹

That same day, he also voted yes on both procedural votes governing consideration of the bill under H.Res. 564, which passed 227–196 and 228–197 respectively.²

On November 19, 2019, Smith voted yes on H.Res. 708, a resolution providing for consideration of the Senate amendment to H.R. 3055, which passed the House 230–194, with Democrats voting 230 yes and 0 no.¹

He also voted yes on ordering the previous question on H.Res. 708, which passed the House 228–192, with Democrats voting 228 yes and 0 no.¹

Smith voted yes on H.R. 3055, a motion to concur in the Senate amendment with an amendment making appropriations for the Departments of Commerce and Justice, Science, which passed the House 231–192, with Democrats voting 219 yes and 10 no.¹

On December 19, 2019, Smith voted yes on H.R. 5377, the Restoring Tax Fairness for States and Localities Act, which passed the House 218–206, with Democrats voting 213 yes and 16 no.¹

He also voted yes on the rule for consideration of H.R. 5377 (H.Res. 772), which passed 227–196, and on ordering the previous question on that rule, which passed 227–195.²

He voted yes on a motion to recommit H.R. 5377 with instructions, which passed 388–36, with Democrats voting 195 yes and 34 no.¹

On January 16, 2020, Smith voted for H.J. Res. 76, which he said would block a DeVos administration rule making it harder for students defrauded by predatory, for-profit colleges to obtain debt relief.¹

On January 31, 2020, Smith led the Washington congressional Democratic delegation in sending a letter to HUD Secretary Carson raising concerns about how HUD issues funding notices for the Mainstream Voucher Program, which provides housing support for people with disabilities.¹

On February 5, 2020, after President Trump's State of the Union address, Smith issued a statement disputing Trump's claims about GDP growth and stating that the Trump tax plan signed into law in 2018 would add $1.9 trillion to the deficit over the next decade.¹

On February 6 and 7, 2020, Smith voted for two procedural resolutions providing for consideration of H.Res. 826, a resolution expressing disapproval of a Trump administration action, voted for H.R. 5687 providing emergency supplemental appropriations for disaster relief and Puerto Rico disaster tax relief, and voted against a motion to recommit that bill.⁴

On April 23, 2020, Smith voted yes on H.R. 266, which passed the House 388-5, and said in a statement that the bill would replenish funds for small businesses and provide additional money to support the health care system.²

On May 15, 2020, Smith voted yes on two procedural resolutions under H.Res. 967 that provided for floor consideration of H.R. 6800, which passed the House 219-182 and 207-199.²

In a statement that day, Smith said he voted for the Heroes Act, which would fund COVID-19 testing and contact tracing, provide hazard pay for essential workers, and assist state and local governments with childcare funding for essential workers.¹

The House passed a first fiscal year 2021 appropriations package covering State-Foreign Operations, Agriculture-Rural Development-FDA, Interior-Environment, and Military Construction and Veterans Affairs, and Smith voted yes on final passage of the bill and issued a statement on the package.²

The House also passed a second appropriations package covering Commerce-Justice-Science, Energy and Water Development, Financial Service and General Government, Labor-HHS-Education, Defense, and Transportation-Housing and Urban Development, and Smith voted yes on final passage of the bill and issued a statement on the package.²

Smith voted yes to pass the Continuing Appropriations Act, 2021 and the Congressional Budget Justification Transparency Act, and led over 115 members of Congress from both parties in a letter urging full federal funding for the National Guard's COVID-19 response after President Trump required some states to fund a portion of the costs.⁴

He also issued a statement after The Washington Post reported that the Department of Defense had repurposed CARES Act funds allocated for pandemic relief, and issued a statement after the Department of Justice named Seattle, Portland, and New York City 'anarchist jurisdictions' as justification for attempting to withhold federal funding from them.²

Smith voted yes on three continuing appropriations measures in December 2020 and on the Congressional Budget Justification Transparency Act on January 5, 2021.⁴

He issued statements after the House passed the FY21 NDAA conference report on December 8, after President Trump vetoed it on December 23, and after the House and Senate voted to override the veto by margins of 322-87 and 81-13.⁴

He also issued a statement supporting the CASH Act, a bill passed by the House to raise economic impact payments from $600 to $2,000.¹

Between February 2 and February 5, 2021, Smith voted yes on H.Res. 85, providing for consideration of the National Apprenticeship Act (H.R. 447), on H.Con.Res. 11, establishing the congressional budget for fiscal year 2021, and on H.Res. 101, providing for adoption of S.Con.Res. 5 setting forth the congressional budget for the United States Government.⁵

On February 26, 2021, after the House passed the American Rescue Plan Act, Smith said it was "comprehensive legislation to address the COVID-19 pandemic and resulting economic crisis."¹

On March 10, 2021, after the House passed the bill again and sent it to President Biden's desk, Smith said the American Rescue Plan Act "will provide the tools needed to beat COVID-19 and support individuals, families, and small businesses struggling from the economic crisis."¹

On March 19, 2021, after the House passed H.R. 1868, the Medicare PAYGO Waiver, Smith said it "exempts the American Rescue Plan from statutory budget rules and defers sequestration dates to after the pandemic, preventing cuts in Medicare and other mandatory spending programs."¹

After the House passed the American Rescue Plan Act on February 26, 2021, Smith said the bill would expand vaccine distribution, extend unemployment insurance, and provide immediate economic relief for families.¹

After the House passed the American Rescue Plan Act again on March 10, 2021, sending it to President Biden's desk, Smith said the bill would provide direct cash assistance to families, expand the Child Tax Credit and Earned Income Tax Credit, and extend unemployment insurance for 18 million workers.¹

After the House passed H.R. 1868, the Medicare PAYGO Waiver, on March 19, 2021, Smith said it would exempt the American Rescue Plan from statutory PAYGO budget rules and defer sequestration dates to prevent cuts to Medicare and other mandatory spending programs.¹

On 2021-04-30, Smith submitted Community Project Funding requests to the House Appropriations Committee for ten projects in Washington's Ninth District for the FY 2022 appropriations bill.¹

On 2021-07-13, he announced that $8,148,000 for those ten community projects had been included in the FY 2022 House appropriations bills.¹

After President Biden released his FY2022 budget, Smith said in a statement that income inequality continued to grow and that many Americans still struggled to find job opportunities, food, and health care.¹

Between 2021-05-20 and 2021-07-29 he voted for passage of the emergency supplemental appropriations bill and of FY2022 appropriations bills covering the Legislative Branch, State and foreign operations, and Labor-HHS-Education, while voting against motions to recommit each of those bills.⁸

Smith voted yes on H.Res. 667, a resolution providing for consideration of the Women's Health Protection Act and the National Defense Authorization Act for Fiscal Year 2022, which passed 217-207, and on ordering the previous question on that resolution, which passed 218-210.²

He voted yes on passage of the National Defense Authorization Act for Fiscal Year 2022, H.R. 4350, which passed 316-113.¹

In a statement after the vote, Smith, chairman of the House Armed Services Committee, said the bill "makes dramatic reforms to the Uniform Code of Military Justice to address the scourge of sexual assault in our military."¹

He also voted yes on H.R. 5323, supplemental appropriations for the fiscal year ending September 30, 2022, which passed 420-9.¹

On November 19, 2021, Smith voted for passage of H.R. 5376, the Build Back Better Act, and said the bill "will make transformational investments in communities across the country to improve the lives of our children and families" (r1).¹

On December 2, 2021, Smith voted yes on three procedural motions tied to H.Res. 829, a resolution providing for consideration of H.R. 6119, a bill making further continuing appropriations: a motion to table a motion to reconsider, which passed 217–202 (r2); the resolution itself, which passed 219–208 (r3); and a motion ordering the previous question, which passed 218–209 (r4).³

The FY22 National Defense Authorization Act was signed into law on December 28, 2021, after passing the House 363-70 and the Senate 88-11.¹

In a statement, Smith said passing the NDAA every year lets Congress continue its oversight of the Department of Defense.¹

On January 5, 2022, Smith sent a letter to Treasury Secretary Janet Yellen and Acting Comptroller of the Currency Michael Hsu urging them to address banking access problems for money service businesses in Washington State.¹

On January 12, 2022, Smith joined Representatives Katie Porter and Cori Bush in leading 48 House members in a letter urging House and Senate appropriators to provide funding for alternative crisis response teams for mental health and substance abuse calls.¹

On February 8, 2022, Smith voted yes on H.Res. 912, a resolution providing for consideration of H.R. 3076, the Postal Service Reform Act, which passed the U.S. House 221–211 with all voting Democrats in favor.¹

The same day, he voted yes on ordering the previous question on H.Res. 912, which passed 221–205.¹

He also voted yes on H.R. 6617, the Further Additional Continuing Appropriations Act, which passed 272–162 with 221 Democrats voting yes and 1 voting no.¹

On March 9, 2022, the House of Representatives passed the government spending package by a vote of 260 to 171, which included over $9 million for ten community projects in Washington's Ninth District that Smith said he secured through the appropriations process for Fiscal Year 2022.¹

President Biden signed the $1.5 trillion package, which included all 12 Fiscal Year 2022 appropriations bills, into law on March 15, 2022.¹

On March 18, 2022, Smith's office released statements from local organization leaders describing the funding for the ten community projects.¹

On April 6, 2022, Smith issued a statement after the U.S. Department of Transportation announced more than $369 million in Bipartisan Infrastructure Law funding for public transit agencies in Washington State.¹

Smith voted yes on passage of the Infant Formula Supplemental Appropriations Act, which passed the House 231–192, and voted no on a motion to recommit the bill, which failed 202–218.²

He submitted 15 community project funding requests for the Fiscal Year 2023 appropriations bill, and later announced that the House Committee on Appropriations included those requests, totaling over $24 million, in its FY2023 appropriations bills.²

He introduced the Saving Homes from Acquisition by Private Equity Act, which would create a federal real estate transfer tax on institutional investors and private equity firms that purchase single-family homes, with revenue going to grants for states to build and preserve affordable housing.¹

After the House passed the Inflation Reduction Act, he said the bill pays for its investments by reforming the tax code to close loopholes so that the ultra-wealthy and big corporations pay their fair share.¹

On May 18, 2022, Smith submitted 15 community project funding requests to the House Appropriations Committee for the Fiscal Year 2023 appropriations bill.¹

On June 23, 2022, he announced that the House Committee on Appropriations included those 15 projects, totaling over $24 million, in the FY2023 House appropriations bills.¹

On July 20, 2022, the House passed H.R. 8294, a six-bill FY2023 government funding package, by a vote of 220-207, and Smith said the funding would address "housing and homelessness, transit and transportation, and energy and environment."¹

On August 9, 2022, the House passed the Inflation Reduction Act, which Smith said would pay for its investments "by reforming our tax code to close unfair loopholes and ensure that the ultra-wealthy and big corporations pay their fair share."¹

On December 21 and 22, 2022, Smith voted yes on H.Res. 1529, a rule that passed 216–193, and then on passage of H.R. 9640, the Presidential Tax Filings and Audit Transparency Act, which passed 222–201 with House Democrats voting 217 yes to 0 no.²

On December 23, 2022, Smith voted yes on H.Res. 1531, which passed 215–206, and in a press release the same day said the House had passed a $1.7 trillion government funding package that he said included over $24 million for 15 community projects in Washington's Ninth District.²

On January 9, 2023, Smith voted yes on a motion to recommit H.R. 23, the Family and Small Business Taxpayer Protection Act, which failed 208–221, then voted no on passage of the bill, which passed 221–210 with House Democrats voting 0 yes to 210 no.²

On January 11, 2023, Smith hosted a roundtable in his district office where Treasury Under Secretary Brian E. Nelson met with local money service businesses to discuss their difficulty obtaining banking access.¹

On March 9, 2023, Smith said President Biden's FY 2024 budget proposal would reduce the deficit by nearly $3 trillion over 10 years.¹

On May 31, 2023, Smith voted no on H.Res. 456, the rule for considering H.R. 3746, the Fiscal Responsibility Act, which passed the House 241-187 with Democrats splitting 52 yes to 158 no.¹

Later that day, Smith voted yes on passage of H.R. 3746, the Fiscal Responsibility Act, which passed the House 314-117 with Democrats splitting 165 yes to 46 no.¹

In a statement released the same day, Smith said the agreement "will save our economy from a devastating default on our debt."¹

On July 27, 2023, Smith voted no on passage of H.R. 4366, the FY2024 Military Construction, Veterans Affairs, and Related Agencies appropriations bill, which the House passed 219–211.¹

The same day, he voted yes on a motion to recommit the bill, which failed 206–219.¹

In a press release, he said the bill "falls short on our commitments to veterans, servicemembers, and their families," citing cuts to military construction, PFAS remediation, and climate resiliency funding.¹

On August 9, 2023, he introduced the Expanding Service Coordinators Act with Representatives Joyce Beatty and Suzanne Bonamici to increase funding for service coordinator programs in federally assisted housing.¹

Smith voted no on procedural rules resolutions governing floor consideration of FY2024 appropriations bills covering Defense and Homeland Security (r5, r6, r7, r8, r9), Energy and Water Development (r22, r23), Interior and Environment (r28, r29), Financial Services (r32, r33), Labor-HHS (r34, r36), and Commerce-Justice-Science (r37, r38).¹⁵

He voted no on final passage of the Defense (r20), Homeland Security (r18), State and Foreign Operations (r16), and Interior-Environment (r30) appropriations bills, all of which passed, voted yes on motions to recommit each of those four bills, which failed along party lines (r10, r14, r15, r31), and did not vote on the Energy and Water Development bill's motion to recommit or passage (r24, r25).¹⁰

He voted yes on continuing appropriations measures that passed 335-91 (r21) and 336-95 (r35), and on a supplemental appropriations bill that passed 311-117 (r12).³

On December 5, Smith and Senator Jeff Merkley introduced the End Hedge Fund Control of American Homes Act of 2023, legislation addressing hedge fund purchases of single-family homes (r39).¹

On December 5, 2023, Representative Adam Smith and Senator Jeff Merkley introduced the End Hedge Fund Control of American Homes Act of 2023, which Smith said would ban hedge funds from the single-family housing market and claw back some of the homes they already own.¹

On December 7, 2023, Smith issued a statement on the groundbreaking of the Mercy Angle Lake Family Housing project in SeaTac, which used the Affordable Housing Disposition Method made possible by the Promoting Affordable Housing Near Transit Act that Smith helped pass by including it in the Fiscal Year 2022 National Defense Authorization Act.¹

On December 14, 2023, Smith issued a statement after the House passed the Fiscal Year 2024 National Defense Authorization Act by a vote of 310 to 118, sending the bill to the President's desk.¹

On January 17, 2024, Smith voted yes on H.R. 5862, a bill amending the Homeland Security Act of 2002 relating to the authority of U.S. Customs, which passed the House 403–9.¹

On January 31, 2024, he voted yes on H.R. 7024, the Tax Relief for American Families and Workers Act, which passed the House 357–70.¹

On February 6, 2024, he voted no on H.R. 7217, the Israel Security Supplemental Appropriations Act, which failed 250–180.¹

In a statement issued the same day, he said Israel has a right and duty to defend itself against Hamas and that he supports continued funding for Israel, but said votes on funding for Israel and for Ukraine should happen together and that the standalone bill came with no Republican plan to also fund Ukraine.¹

Smith voted yes on H.R. 7463 to extend continuing appropriations, which passed the House 320–99.¹

After the House passed a package of six government funding bills, Smith said in a statement that it included over $17 million for projects in the Ninth District.¹

After President Biden signed the package into law, Smith said it would send nearly $18 million to the district for 15 community projects.¹

Smith voted no on H.Con.Res. 86, a resolution stating that a carbon tax would be detrimental to the U.S. economy, which passed the House 222–196.¹

On April 15, 2024, Smith voted yes on H.R. 6408, which passed 382-11 in the U.S. House, with Democrats splitting 179 yes to 10 no.¹

On April 19, 2024, Smith voted yes on H.Res. 1160, a resolution providing for consideration of the Israel, Ukraine, and other security supplemental appropriations bills, which passed 316-94, with Democrats splitting 165 yes to 39 no.¹

On April 20, 2024, Smith voted yes on passage of the Ukraine Security Supplemental Appropriations Act (passed 311-112, Democrats 210 yes to 0 no), the Israel Security Supplemental Appropriations Act (passed 366-58, Democrats 173 yes to 37 no), and the Indo-Pacific Security Supplemental Appropriations Act (passed 385-34, Democrats 207 yes to 0 no).³

Also on April 20, 2024, Smith voted no on a motion to recommit the Ukraine Security Supplemental Appropriations Act, which failed 88-336, with Democrats voting 0 yes to 210 no.¹

On May 21, 2024, Smith voted yes on the Federal Disaster Tax Relief Act, which passed the House 382–7.¹

On May 22, 2024, Smith announced 15 Community Project Funding requests he submitted to the House Appropriations Committee for consideration in the FY 2025 appropriations bills.¹

Between June 5 and July 24, 2024, Smith voted no on passage of six FY2025 appropriations bills covering military construction and veterans affairs, defense, state and foreign operations, homeland security, the legislative branch, and the interior and environment, after voting yes on motions to recommit five of those same bills, all of which failed.¹¹

On September 18, 2024, Smith voted yes on a motion to recommit H.R. 9494, the Continuing Appropriations and Other Matters Act, 2025, a vote that failed 209–214 with all voting Democrats in favor.¹

Later that day, Smith voted no on passage of H.R. 9494, which failed 202–220 with Democrats splitting 3 yes to 206 no.¹

On September 25, 2024, Smith voted yes on a motion to suspend the rules and pass H.R. 9747, the Continuing Appropriations and Extensions Act, 2025, which passed 341–82.¹

On October 24, 2024, Smith said he was disappointed that Boeing Machinists and the company could not reach an agreement on a contract offer, citing a reported $6 billion third-quarter loss, and said a resolution would restore 'a critical sector of our district's livelihood.'¹

Smith voted no on a motion to suspend the rules and pass H.R. 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act, which failed 256-145 on November 12, and did not vote when the bill passed 219-184 on passage on November 21.²

On November 19, he voted no on a rule providing for consideration of H.R. 1449, the CLEAN Act, which passed 212-203, and no on ordering the previous question for that rule, which passed 210-199.²

That same day, Smith introduced the Prefabricated Housing and Zoning Enhancement Act of 2024, which he said would tackle housing shortages by reforming zoning and permitting processes and encouraging new construction.¹

Smith voted yes on H.R. 33, a bill to amend the Internal Revenue Code of 1986 to provide special rules for the taxation of certain residents of Taiwan, which the House passed 423-1 with all 210 voting Democrats supporting it.¹

That same day, Smith and Senator Patty Murray announced nearly $80 million in federal funding for the RapidRide I Line expansion project in South King County.¹

On January 28, Smith joined 153 House Democrats in a letter demanding the Trump Administration disclose which Inflation Reduction Act and Bipartisan Infrastructure Law projects were frozen under an executive order.¹

Smith voted no on the House Republican-led fiscal year 2025 budget resolution and on subsequent Republican-led appropriations and budget measures into 2026, including H.Con.Res. 14 (r2), H.R. 1968 on passage (r6), the concurrence in the Senate amendment to H.Con.Res. 14 (r18), and the motion to concur on H.R. 7148 (r166).⁴

In statements on these bills, he said one budget bill "prioritizes tax breaks for the wealthiest one percent while slashing critical programs for the middle class and adding $2.8 trillion to deficits over the next decade" (r3), and that a later Republican budget bill would deliver "nearly $4.6 trillion in tax breaks that overwhelmingly benefit the wealthiest Americans" (r37).²

After Congress did not extend Affordable Care Act premium tax credits, he cited projected premium increases including a 237% rise for a 60-year-old couple earning $82,000 (r103) and a 329% rise for a family of four earning $64,000 (r107), and after the October 1, 2025 government shutdown he stated that Republicans "control the House, the Senate, and the White House, but once again, they have chosen chaos over governing" (r105).³

Smith voted no on passage of the National Security, Department of State, and Related Programs Appropriations Act for fiscal year 2027, a continuing resolution funding the government for fiscal year 2027, the fiscal year 2027 budget resolution, and the National Defense Authorization Act for fiscal year 2027, while voting yes on motions to recommit the appropriations act and the defense authorization act.⁶

On July 22 he wrote in public posts that Congress was cutting programs to fund a $1.6 trillion defense budget, that the numbers did not add up, that two-thirds of Americans found groceries unaffordable amid rising energy and gasoline costs, and that the President was using taxpayer dollars for what he called a war of choice with Iran.²

On July 31 he introduced a resolution calling on Congress to give wage income and capital gains equal tax treatment.³
